President of the court

Madam judge Nata Mesarovic

The rights and obligations of the President of the court are prescribed by the Law on Organization of Courts, Court Rules of Procedure and the Rules of Procedure on Organisation and Work of the Supreme Court of Serbia.

In accordance with the mentioned legislation the President of the court:

  • Represents the court;
  • Organises work in the court;
  • Manages the court management (where some tasks may be delegated to the Presidents of the Divisions or other judges, except those which are in the exclusive jurisdiction of the President of the court (decision- making on rights of judges on the basis of employment, on employment relationship of court staff, on removal of judges and lay judges from the duty, on instigation of proceeding for deciding whether other services, tasks or proceeding are incompatible with the function of a judge and departures from the timetable of reception of cases and dispossession of a case);
  • Ensures supervision of work of court divisions, Secretariat and services by supervising the registration book and the auxiliary books, agendas of hearings, by continuous registration of cases whose resolution takes a longer period of time and in any other appropriate manner;
  • undertakes measures for the proper and efficient work of the court on the basis of the continuous insight in the work of the court as a whole, using the adequate registration and examination of obligations and efficiency;
  • determines the annual timetable of tasks in the Supreme Court upon previously acquired opinion of court divisions and Secretariat, and in doing this he or she appoints a person that will replace him or her during absence or incapacity;
  • adopts basis of training programme of court trainees;
  • considers the complaints of parties and other participants in the court proceeding who believe that the proceeding is delayed, irregular or that there is any influence on its flow and outcome;
  • adopts programmes for efficient resolution of cases which entails the internal organisation of court, introduction of overtime work of judges and employees, temporary reallocation of working hours and other measures in accordance with the law and Court Rules of Procedure;
  • supervises the work of lower courts and provides reports and other relevant data;
  • organises the visits of the lower courts in order to check the application of legislation by judges, problems in trials as well as all data on work etc;
  • convenes the General Session and chairs it.

Court Collegium

Collegium of the Supreme Court of Serbia is the advisory body of the President of court. Besides the President, the members of the Collegium are the following: two deputy Presidents, Presidents of the Civil, Criminal, Administrative and Case Law Division and the Secretary General of the court. Beside members, the judges counsellors and other responsible employees may be also present at the session of the Collegium, upon invitation of the President, in order to provide required information and data of importance for the agenda. The Court Collegium has a wide scope of work and most often discusses organisational issues, reports on work of court divisions and court as a whole and all other issues of importance for the functioning of the court. Court Collegium also adopts conclusions on issues which will be put on the agenda of the General Session and the Grand Personnel Council.

A session of the Collegium is regularly held on every first day of the working week and if necessary more frequently. It is convened by the President of court who determines the agenda and chairs the session. All members and other employees may submit to the Collegium proposals for considering certain legal issue or a problem in work from their areas.
